Why are you processing my personal information?
- The DVA Driver Licensing Division processes your information to administer driver licensing in Northern Ireland.
- The legislative basis for the processing of personal information is primarily the Road Traffic (Northern Ireland) Order 1981. (Other legislation relates to Driver Licensing and is available on request to the DVA)
What categories of personal data are you processing?
The information processed is collected from your completed application form (either the paper form or online application) and contains the following:
- Personal information: Name, address, Date of Birth, Driver Licence Number, Photograph, Signature, Change of Name or Address details, type of driving licence being applied for. Organ Donation (organ donation details are captured and transferred to NHS Blood and Transplant and then deleted from the driver record), confirmation of residency including any Visa or Residency permit details, declaration.
- Special Category - Medical details and relevant convictions.
Where do you get my personal data from?
We will use the information provided by you to enable us to process your application to produce a driving licence. The legal basis for processing your personal data is Article 6 (1) (e) of the UK General Data Protection Regulations whereby the processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority vested in the controller and in accordance with the Road Traffic (NI) Order 1981.
- First time applicants provide information online or on the DVA Driver Licensing Application form DL1. Details are held on the Driver Licensing System (DLS) IT system. First provisional licence applicants applying online are required to have an NI Direct account with their identity verified.
- Drivers renewing their driving licence or making changes to their driving licence will provide information through the online services or by paper application forms DL1 and DL2.
- When a driving licence is due to expire, the driver will receive a renewal reminder notice containing information relevant to their driving licence and providing information on how to renew.
- A renewal can be completed online or by completing the paper form.
Do you share my personal data with anyone else?
- We may share your personal data with enforcement agencies, for example with HRMC or other agencies with investigative powers, for the prevention or detection of crime.
- We share driver licensing data with:
- The PSNI, for the purposes of the prevention, investigation or prosecution of road traffic related offences and other appropriate authorities within the EU.
- The Northern Ireland Courts and Tribunal Service (NICTS) for the prosecution of road traffic related offences.
- The Driver and Vehicle Standards Agency (DVSA) to provide information to enable the processing of applications for a Driver Qualification Card.
- Our medical advisors to assess fitness to drive.
- In addition, when you use GOV.UK One Login to access a government service you will be asked for some personal details and to provide consent for those details to be checked against the DVA Driver Licensing Database. If you provide details from your driving licence, GOV.UK One Login will check those details against our records.
Information is not shared from the driver licensing database, but the details you provide will be confirmed.
- And when you use some HMRC online services, the Government Gateway system will require verification of your identity. If you provide details from your driving licence HMRC will check those details against our records.

How long do you keep my personal data?
A driving licence application takes on average 1 month to process. All personal data not necessary for producing a complete driving record is then deleted. The driver record is updated with details of the licence issued and the categories of vehicle the driver is entitled to drive, copies of application forms are retained. For medically restricted licences, medical information relating to the current licence is held, when a new application is received and processed, the information relating to previous applications are destroyed. The complete driving record is kept until the individual is no longer able to drive/ or we have been notified that the driver is deceased.
Automated processing of some renewal applications
When you submit an application to renew your driving licence online, after firstly verifying the application, we will consider whether your details or circumstances have changed since the last licence was issued, through a business rules engine. This rules engine will identify:
- Has the name changed since the last application?
- Do other personal details match
- Has the driver been convicted of any driving related offences which would prevent the issue of a driving licence at this stage?
- Has the driver indicated that they suffer from a medical condition which may impact their ability to drive safely, and therefore requires further investigation?
- Has the driver previously been investigated for a medical condition that may impact their ability to drive safely
- Are there any other checks that need to be conducted such as
> does the driver remain entitled to hold an NI licence,
> residency,
> correct payment received
> licence entitlement currently held
Where the rules engine passes the driver through the checks, the application will be passed onto the print queue for processing.
No decision to restrict or amend a licence will be taken without being reviewed by a staff member.
The Department considers that it has a lawful basis to carry out this limited automated decision- making as part of its obligations under Road Traffic (Northern Ireland) Order 1981.
What rights do I have?
- You have the right to obtain confirmation that your data is being processed, and access to your personal data
- You are entitled to have personal data rectified if it is inaccurate or incomplete
- You have the right to object to the processing.
- You have the right to object to automated decision making
