To provide guidance for Department for Infrastructure (DfI) staff either:-
- consenting to applications for the holding of special events on roads and being processed by district councils; or
- processing requests to hold special events on special roads; or
- processing requests to manage traffic to and from events which are located near to but not on a public road,
in order to ensure that a consistent approach is adopted in the decision making process that is robust and defensible.
