The Department for Infrastructure Annual Report and Accounts which have been laid before the Assembly have been formally published and are now available online.
Minister John O’Dowd said:
“Infrastructure plays a key role in all of our lives. It delivers for people every day by providing and maintaining the things that we all need to go about our daily lives, the things that make this place work. As Minister for Infrastructure, I am keen to invest as much as possible in our transport, water and planning infrastructure and services in order to make a real difference to people and their lives.
“Years of underfunding mean these are challenging times for all departments, and Infrastructure is no different, however I am keen to deliver as much as we can with what we have. I am pleased to confirm that my Department’s 2023/24 Annual Report and Accounts have been laid before the Assembly and formally published. Despite the significant financial challenges facing my Department, the Accounts show an excellent performance against budget as reflected in the Annual Report which shows no overspend and minimal underspends.
“Difficult decisions were required to stay within budget and unfortunately this remains the position in 2024/25, however, I want to give reassurance that we will continue to do our best within these challenging circumstances to deliver positive change, prioritise essential frontline services and address regional imbalance.”

- The Department for Infrastructure is responsible for the maintenance, development and planning of critical infrastructure in Northern Ireland. Through its focus on transport, water and planning, the Department is seeking to manage and protect over £37bn of public assets that improve people’s quality of life, reduce our impact on the planet by living sustainability and decarbonising key services, and building prosperity by driving inclusive productivity.
- The Accounts have received a technical qualification in relation to the valuation of the road network and an unqualified opinion on regularity of expenditure.
- The Technical Qualification is due to the Comptroller and Auditor General’s (C&AG) opinion that using a December index to value the network assets is not appropriate, and that the index as at the end of March should instead be used.
- The C&AG opinion is a step change from previous years.
