Infrastructure Minister appoints four Non-Executive Members to the Board of Londonderry Port and Harbour Commissioners

Infrastructure Minister, Liz Kimmins MLA has appointed four Non-Executive Members to the Board of Londonderry Port and Harbour Commissioners (LPHC).
The appointments of Will Ennett, Scott King, Hilary McCartan and Derek McGlashan will take effect from 1 July 2025.
Minister Kimmins said:
“These are key positions as LPHC continues to progress its business-improvement strategy to ensure the ongoing efficiency of its operation .I wish the new Non-Executive Members well in their task ahead.”

- Foyle Port is the key marine gateway to the North West of Ireland for both commerce and tourism. The Port handles approximately two million tonnes of cargo per annum and offers a diverse range of services. Supporting in the region of 1000 jobs, the Port makes a vital contribution to the North West regional economy.
- The Department for Infrastructure does not reappoint board members automatically to a second term. All appointments are made through open competition.
- All appointments are made on merit and political activity plays no part in the selection process. However, the Commissioner for Public Appointments for Northern Ireland requires the political activity of appointees to be published. All appointees have declared that they have not undertaken any recent political activity.
- From the 1 July 2025, the LPHC will have a membership of a Chair, two Executive Members, six Non-Executive Members and three Councillor Members. The Non-Executive Members currently receive remuneration of £9,811 per annum.

Will Ennett
Will Ennett is a Chartered Environmentalist and has been recognised in the top 100 most impactful environmental professionals in the UK by The ENDS Report Power List 2025. Will has 20 years' experience in technology, telecoms and media companies. He spent five years leading Sustainability and ESG efforts for TalkTalk Group, as well as chairing a cross-industry forum which brought together government, regulators and companies worth £50bn in annual turnover to tackle some of the most pressing sustainability challenges for the sector. He holds no other public appointments.
Scott King
Dr Scott King is a Chartered Engineer and Chartered Director with more than 20 years’ experience working across public, private, and academic sectors. He has a strong track record in regional development, has led major innovation partnerships, successfully founded a range of businesses, and supported hundreds of organisations through growth, funding, and transformation. Scott is known for his collaborative approach, working across sectors to deliver strategic outcomes with lasting impact. He is a Fellow of both the Institute of Directors and the Institution of Mechanical Engineers and currently holds a number of private and public sector board and advisory roles focused on governance, economic development, and return of investment. Scott is a Department for Education School Governor at Lagan College Belfast, which is a voluntary position, and he is a member of the Utility Regulators Independent Expert Advisory Panel, remunerated at £500/day. He holds no other public appointments.
Hilary McCartan
This is Hilary’s second appointment on the LPHC Board, she previously served from April 2015 – September 2019. Hilary is a graduate MBA Chartered Accountant with significant senior leadership experience. She is an accomplished Non-Executive Director with terms serving on the Board of NITHC (Translink), Probation Board, NI Legal Services Commission, Business Services Organisation, AFBI and SHSCT. Hilary also served as Non-Executive Board Member of Youth Justice Agency Management Board and chaired its ARAC Committee. She holds no other public appointments.
Derek McGlashan
Dr. Derek McGlashan brings over 25 years of experience in the ports and harbours sector. He is now the founder and director of Saltire Sustainability Ltd, a specialist consultancy advising clients ranging from start-ups to global multinationals across transport, maritime, decarbonisation, green tech, energy, renewables, and data centre sectors. 2025 saw Derek named for the second time on the ENDS Report Power List of the 100 most influential environmental professionals in the UK, recognising his continued leadership in sustainability and climate action. He also holds several non-executive roles, including with the Port of Cromarty Firth, a Trust Port in the north of Scotland, and Marine Zero Limited, which focuses on electric vessel design, data analytics, and shoreside charging infrastructure. He does not hold any public appointment positions in Northern Ireland.
