The ‘DfI Driver, Vehicle, Operator, and Enforcement Statistics 2024/25 Quarter Two’ report, detailing statistics for July to September 2024 is now available.
The report is produced and published by NISRA Statisticians working in the DVA. The report contains summary statistical, performance, and trend information relating to the main business functions of the Driver and Vehicle Agency (DVA), and other licensing activity.

Key Points
The key points in the report are:
- In the second quarter of 2024/25 the DVA delivered 277,095 vehicle tests, 238,898 (86.2%) full tests and 38,197 (13.8%) retests.
- 9,868 vehicles failed to attend a booked vehicle test this quarter, 16.5% (1,950) fewer than the same quarter the previous year (11,818) and the lowest number reported in three years.
- There were 279,537 vehicle test applications this quarter, a fall of 11.9% (37,823) compared to the same period in 2023/24 (317,360).
- For all vehicle test applications made this quarter, 95.6% were booked using the DVA online booking system, relative to 94.6% and 92.6% for the same quarter the previous two years respectively.
- The DVA conducted 18,278 driving tests, which is 18.9% (2,907) more than for the equivalent quarter in 2023/24 with 83.6% (15,278) of these being for private cars.
- There were 17,912 applications for a driving test this quarter, relative to 18,600 for the same quarter last year, a decrease of 3.7% (688).
- This quarter 660 candidates failed to attend a booked driving test, up almost a fifth (108) compared to same period in 2023/24 (552).
- The DVA delivered 22,648 theory tests this quarter, a fall of 1.3% (304) relative to the 22,952 tests conducted in the same quarter of 2023/24.
- There were 3,109 customers that failed to attend a booked theory test this quarter, which represents almost 14% of all theory tests conducted during this period.
- Online driver licensing application performance at 99.3% for the quarter was well above the 95% target level for online applications.
- Paper driver licensing applications performance at 93.9% was almost 4 percentage points above the 90% target level.
- For the second quarter of this financial year, 73.2% of all driver licensing transactions were carried out using the DVA online applications facility.
At the end of September 2024, there were 1,180,390 full and eligible licence holders with private car/light vans entitlement, which is the highest on record.
DVA were active across the full range of enforcement activities this quarter having checked 627 vehicles, issued 157 fixed penalties notices totalling £28,390 in fines, completed 22 joint operations with the PSNI and five cross border operations with An Garda Síochána, and 20 spot checks on school buses.

- Vehicle licensing statistics for 2024/25 quarter one April to June 2024 are included in the report; however, they are no longer a DVA business area: responsibility for vehicle licensing transferred to DVLA in July 2014 and DfT now publish these statistics on a UK-wide basis. Vehicle statistics for July to September 2024 will be published in the next release of our quarterly report scheduled for publication in March 2025.
