Major Civil Engineering Works Framework

The Contracting Authority intends to establish a multi-lot framework for the delivery of road and civil engineering works with an estimated individual contract value exceeding £5 million (excluding VAT), including:

• Traditional client-designed projects.
• Design and Build projects.
• Road and highway improvement works.
• Major civil engineering projects.
• Construction of major structures, including grade-separated junctions, bridges and retaining walls.
• Early Contractor Involvement (ECI) projects using NEC4 Clause X22.

Multiple suppliers are expected to be appointed to each lot. The anticipated works value ranges covered by each lot, excluding VAT, are:

• Lot 1: £5 million to £15 million
• Lot 2: £15 million to £40 million
• Lot 3: £40 million to £80 million
• Lot 4: £80 million to £200 million
• Lot 5: £200 million to £450 million

Inspection of Underground Maintenance Framework

The Framework for Inspection and Maintenance of Underground Infrastructure will encompass three Measured Term Contracts to deliver underground inspection and maintenance in the following Contract Areas:

IMU1 – Greater Belfast Area

IMU2 – Coleraine, Omagh and Fermanagh Areas

IMU3 – Armagh & Lisburn Areas 

Within each Contract Area, the works to be undertaken under this Contract may include, but not be limited to, the following Principal Work Activities which are provided by way of example:

A) Desilting of Culverts​

B) CCTV and Fly-through Surveys of Culverts​

C) Trenchless / Specialist Repairs of Culverts​

D) Traffic Management, Gaining Access to Culverts, Associated Civil Works

E) Small Scale Civil Works

F) Underground Man Entry Repairs

Watercourse Maintenance Framework

The Watercourse Maintenance Framework will establish five Measured Term Contracts covering a range of watercourse maintenance activities throughout Northern Ireland over a four-year in the following contract areas:

A.          WME1 (Armagh);

B.          WME2 (Lisburn and Greater Belfast);

C.          WMW1 (Coleraine);

D.          WMW2 (Omagh); and

E.          WMW3 (Fermanagh).

The scope of works to be undertaken under each contract may include, but is not limited to, watercourse and channel maintenance; riverbank and flood defence upkeep; vegetation and scrub clearance; tree removal; and the provision of associated labour and plant. Suppliers may also be required to undertake ancillary tasks, such as the treatment of aquatic weeds and invasive species.

Provision of NHSS12D - TTMBC, T1, T1/T2, T4, T6, T7 Training and Assessment

Road Asset Management Frameworks - Improvement Projects Framework

Typical work activities to be delivered under the framework include: 

A. Earthworks; 

B. Pavement construction and surfacing; 

C. Cycleway construction; 

D. Footway construction and refurbishment; 

E. Working with Services / Utilities;

F. Drainage and service duct Installation; 

G. Traffic signal junction upgrade;

H. Fencing and Wall construction;

I. Delivery of Temporary Traffic Management as part of associated civil works on a live trafficked Public Road network;

J. Road Restraint Systems; 

K. Landscaping; 

L. Other associated ancillary works.

The Framework will comprise of eight area Lots (Works Orders each valued £50k to £750k) and a Project Lot (Projects each valued £750k to £5m) covering the following Contract Areas:

IPF N1 - Causeway Coast and Glens,

IPF N2 - Mid and East Antrim / Antrim and Newtownabbey,

IPF S1 - Armagh, Banbridge and Craigavon,

IPF S2 - Newry, Mourne and Down / North Down and Ards,

IPF E1 - Belfast / Lisburn and Castlereagh,

IPF W1 - Mid Ulster,

IPF W2 - Derry and Strabane,

IPF W3 - Fermanagh and Omagh.
