    Current DfI Transport and Road Asset Management (TRAM) tender opportunities are outlined below.

    DfI TRAM Road Asset Management – Road Restraint Systems Framework

    This tender notice is for the award of a public contract through an open procedure in accordance with section 20(1) and (2)(a) of the PA 2023.

    RAM Road Restraint Systems Framework will include the following work activities:

    A. Road restraint systems installation and/or repair (standalone RRS including maintenance, renewals and new installations);

    B. Full or partial demolition of structures associated with road restraint systems;

    C. Earthworks

    D. Brickwork, blockwork and stonework

    E. Structural concrete construction and/or repairs associated with road restraint systems;

    F. Inspection assistance

    G. Temporary Traffic Management (TTM) on a live trafficked public road network

    H. Associated ancillary Works

    Further ancillary works may be asked of the successful Supplier such as:

    • Surface reinstatement

    • Site clearance including vegetation removal

    The Framework will comprise of three area Lots (Work Orders valued up to £750k exc VAT). A Project Lot will be used to deliver individual NEC ECC projects covering all the geographical areas detailed below (valued between £750,001 and £5m exc VAT

    Area Lots;

    • RRSF N1 – Causeway Coast & Glens, Mid & East Antrim and Antrim & Newtownabbey;

    • RRSF E&S1 – Belfast, Lisburn & Castlereagh, Armagh, Banbridge & Craigavon, Newry, Mourne & Down and Ards & North Down;

    • RRSF W1 – Mid Ulster, Derry & Strabane and Fermanagh & Omagh.

    This Framework will deliver works from Call-Off contracts with an overall cumulative value of £22m (ex VAT) over the four-year term. If the Contracting Authority is unable, for any reason, to award a new framework or to put in place an alternative regime to replace this Framework on its termination or expiry, any Call-Off Contract established under the Framework may be extended for a further period or periods up to a maximum of 12 additional months. This may increase the overall cumulative value to £27.5m (ex VAT).

    This tender notice is for the award of a public contract through an open procedure in accordance with section 20(1) and (2)(a) of the PA 2023.

    RAM Structures Framework will include the following work activities:

    A. Full or partial demolition of structures;

    B. Construction of new structures;

    C. Scour protection and maintenance works;

    D. Earthworks;

    E. Culvert upgrades/maintenance including lining and invert repair works;

    F. General bridge/structures maintenance;

    G. Working in water;

    H. Brickwork, blockwork and stonework;

    I. Structural concrete construction and/or repairs;

    J. Installation of precast beams or box culverts;

    K. Structural steelwork including repairs;

    L. Inspection assistance

    M. Works on or in the vicinity of the Northern Ireland Railways (NIR) network requiring £100,000,000 public liability insurance;

    N. TTM on a live trafficked public road network;

    O. Associated road restraint systems installation and/or repair (including RRS associated with structures works);

    P. Associated Ancillary Works such as:

    • Surface reinstatement;
    • Site clearance including vegetation removal;
    • Pressure grouting;
    • Sprayed concrete;
    • Bridge expansion joints;
    • Structural steel painting;
    • Temporary works in and/or around water and/or railways;
    • Waterproofing for structures

    The Framework will comprise of three area Lots (Work Orders valued up to £750k exc VAT). A Project Lot will be used to deliver individual NEC ECC projects covering all the geographical areas detailed below (valued between £750,001 and £5m exc VAT).

    Area Lots;

    - STF W1 – Derry and Strabane; Fermanagh & Omagh; Mid-Ulster.

    - STF E&S1 - Belfast; Lisburn and Castlereagh; Ards and North Down; Newry Mourne, Down and Armagh; Banbridge and Craigavon.

    - STF N1 - Antrim and Newtownabbey; Causeway Coast and Glens; Mid and East Antrim

    This Framework will deliver works from Call-Off contracts with an overall cumulative value of £57m (ex VAT) over the four-year term.     RAM Surfacing Framework B will include the following work activities: delivery of two or more concurrent resurfacing schemes on a public road; laying various types of asphalt surfacing by mechanical means and by hand, reshaping of carriageways, adjustment of street furniture to new levels, adjustment/provision of kerblines, adjustment/provision of carriageway drainage systems, Temporary Traffic Management, road marking/studs, other associated ancillary works.  The Framework will comprise of four area Lots (Works Orders valued from £50k up to £750k) and a Project Lot (projects valued above £750k up to £5m) covering the following areas:

    SFB E2 - Belfast South;

    SFB N2 - Coleraine & Limavady;

    SFB W3 - Dungannon; and

    SFB S2 - Down.

    The RAM Surface Dressing Framework will include the following work activities: application of surface dressing, associated road markings, delivery of temporary traffic management as part of associated civils works on live trafficked public roads and other associated ancillary works.

    Lagan Pedestrian and Cycle Bridge

    The Lagan Pedestrian and Cycle Bridge project comprises the detailed design and construction of a steel twin-pylon cable-stayed bridge, approach ramps and associated ancillary works.

    The proposed bridge will span 143m across the River Lagan from the Lagan Towpath at the Gasworks site to the Ormeau Embankment, close to the 'Ozone' indoor tennis centre and leisure complex. The width of the bridge at 5.0m will accommodate pedestrians and cyclists and improve linkages between communities from both sides of the River Lagan.

    A1 Junctions Phase 2 Road Improvements Scheme

    The proposed scheme comprises safety improvements along a 25km stretch of the A1 dual carriageway between Hillsborough and Loughbrickland.

    The improvements will include the provision of:

    • 4 new Compact Grade Separated Junctions (CGSJ)
    • A new northbound on-slip onto the A1 at Castlewellan Road, Banbridge
    • A new link road between the existing Hillsborough Road, Dromore CGSJ and the Milebush Road
    • Closure of all gaps in the central reservation (circa 90 No) and installation of 25km of new concrete safety barrier
    • 21 Left In – Left Out junction arrangements
    • 9 road closures
    • Stopping up of over 40 private accesses onto the A1
    • Installation of Intelligent Transport Systems including VMS, CCTV and ANPR
    • Extensive accommodation works throughout.

    A4 Enniskillen Southern Bypass

    Detail

    Enniskillen is a major thoroughfare for strategic traffic as well as being the focus of many local traffic journeys, resulting in significant congestion and delays. The new A4 Enniskillen Southern Bypass will provide a new transport link to the southern side of the town, improving connection between the A4 Dublin Road and the A4 Sligo Road.

    The scheme will include the following:

    Construction of 2.1km single carriageway with overtaking lanes at each end;
    Construction of two roundabouts at the Dublin Road and Derrylin Road;
    Construction of two new river bridges over the River Erne and River Sillees; 
    Provision of a cycleway/footway along the full length of the bypass and extending along the Dublin Road and Derrylin Road to connect into existing infrastructure.
