Mr Jim Barton, a UK highway expert, was commissioned by the Department to carry out a review of the optimum level of funding required to properly maintain the Northern Ireland road network. Structural maintenance is the collective term for activities which maintain the integrity of the road and footway structure. The main activities include resurfacing and reconstruction, surface dressing, patching and structural drainage.
