The objective of this bill is to create Rail Safety legislation which will cover any gaps in current legislation. European Union (EU) exit has meant policy responsibility for rail safety and interoperability of the rail system has returned to the United Kingdom (UK) from the EU with safety returning to the Assembly as it falls within the devolved competence. The Department need to develop new policy and legislation to take account of this, specifically in relation to the area of railway safety and licensing.
