The Public Procurement Policy Statement, published on 06 June 2025, introduces a number of objectives across four key principles. Relevant statistics for objectives TP2 and TP4 are published below.
The Public Procurement Policy Statement, published on 06 June 2025, introduces four key principles to embed the appropriate culture, behaviour and practice and ensure public spend achieves Best Value for Money for citizens:
- Accessibility
- Efficiency and Effectiveness
- Social Value
- Transparency
Under each Principle there are a number of mandatory Strategic Objectives. Each Objective is accompanied by a specific Action and Applicability Descriptor to ensure clarity and consistency in the delivery of the Objectives.
Transparency Principle 2
Transparency Principle 2 requires transparency of public procurement activity and how this relates to local suppliers, SMEs, Micro Business and SEs. Each Centre of Procurement Expertise (CoPE) must publish annual statistics to show the:
- Number of contracts awarded;
- Value of contracts awarded;
- Number of contracts awarded to SMEs, Micro Businesses and SEs;
- Value of contracts awarded to SMEs, Micro Businesses and SEs;
- Number of contracts awarded to suppliers based in NI; and
- Value of contracts awarded to suppliers based in NI

Transparency Principle 4
Transparency Principle 4 requires transparency of any variances between the original contract value and actual spend. This applies to all goods, services and works contracts, awarded from 1 April 2025 over the UK Thresholds.
