Department for Infrastructure: Major Civil Engineering Works Framework - Procurement Enhancement Programme Phase 2

The Department has finalised its procurement strategy for delivering roads and civil engineering projects valued between £5 million and £450 million through the introduction of a Major Civil Engineering Works Framework.
The strategy outlines the Department’s approach to major works procurement and follows extensive engagement with stakeholders and the market, including a formal Preliminary Market Engagement (PME) exercise in May 2025. The strategy is designed to deliver efficient public procurement while ensuring Value for Money. Key features include:
- Multi-Lot, Multi-Supplier Framework with initial 4-year, up to a maximum 8-year Term:
- Lot 1: £5m – £15m (10 suppliers)
- Lot 2: £15m – £40m (8 suppliers)
- Lot 3: £40m – £80m (6 suppliers)
- Lot 4: £80m – £200m (6 suppliers)
- Lot 5: £200m – £450m (6 suppliers)
- Workshare Limits to promote a balanced supply chain and prevent supplier dominance.
- Performance Incentives through KPIs, influencing future participation.
- Use of NEC4 for Framework and Call-Off Contracts.
- Mini-Competitions to ensure Value for Money.
- Best Practice Community to drive continuous improvement and knowledge sharing.
The Department expects to publish the tender for the Framework in Spring 2026, with award anticipated by late Summer 2026.
