  • Infrastructure Minister appoints a Chair to the Board of Northern Ireland Transport Holding Company

    Infrastructure Minister, Liz Kimmins has appointed, Mr Frank Allen as Chair on the Board of the Northern Ireland Transport Holding Company (NITHC).

    The appointment will take effect on 1 March 2025.

    Minister Kimmins said:  

    “This is a key post and I am confident that Frank Allen will bring a wealth of experience to the position enabling him to play a significant role in the work of the Board and to support Translink to deliver these key public services.  Public transport has an important role to play in providing integrated services which connect people across the island, enhance the economy and improve the environment.”

    Minister Kimmins continued: 

    “I also want to take this opportunity to put on record my thanks to the outgoing Chair, Dr Michael Wardlow, whose contribution in the last four years has been invaluable to the NITHC board.”

    Notes to editors:

    1. The Northern Ireland Transport Holding Company (NITHC) is a Public Corporation which was established by the Transport Act (NI) 1967.  Its responsibilities include holding and managing property assets and the oversight, in terms of support, control and supervision, of its private limited subsidiary companies, the principal ones being Ulsterbus, Metro (previously Citybus) and Northern Ireland Railways, trading jointly as Translink.  It is expected to operate commercially and has a duty to operate in line with Ministerial policy.  
    2. The Northern Ireland Transport Holding Company currently have a membership of the Chair, one Executive Member and five Non-Executive Members.  The Chair of the NITHC Board currently receives remuneration of £37,294 per annum. 
    3. The Commissioner for Public Appointments for Northern Ireland requires the political activity of appointees to be published.  Mr Allen has declared that he has not undertaken any political activity.  All appointments are made on merit and political activity plays no part in the selection process.
    4. The appointment has been made in accordance with the Commissioner for Public Appointments for Northern Ireland Code of Practice. 

    Biography

    1. Mr Frank Allen

    Frank Allen advises the World Bank, and national and municipal governments internationally, on urban transport operations and finance.  He previously served as Chair of Iarnród Éireann/Irish Rail and as Chief Executive of the Railway Procurement Agency (Luas). He is committed to better provision of social and affordable housing and chairs the board of the Housing Finance Agency in Dublin.  He previously served as Chair of Depaul Northern Ireland.

    Mr Allen is Chair of the Housing Finance Agency, appointed by the Minister for Housing in Dublin. The annual remuneration for that role is €12,000.  He does not hold any other public appointments in Northern Ireland.
