Consultation description
The ETP sets out a long-term framework for the development of the transport network across the eastern region to 2035. It identifies strategic transport priorities and proposals to support sustainable economic growth, enhance connectivity, improve accessibility and inclusion, promote a modal-shift toward active and sustainable travel; and contribute to environmental and climate objectives.
The Plan provides the basis for future transport investment decision-making, ensuring that the transport system supports the needs of people, communities and businesses across the region through to 2035.
DfI are currently preparing a new suite of transport plans that will set the framework for making transport investment decisions up until 2035.
The Eastern Transport Plan 2035 covers five Councils:
- Antrim and Newtownabbey Borough Council
- Ards and North Down Borough Council
- Belfast City Council
- Lisburn and Castlereagh City Council
- Mid and East Antrim Borough Council
As the five councils are at different stages in developing their Local Development Plans (LDPs), the ETP will be published in phases.
This public consultation relates to the first phase of the Eastern Transport Plan (ETP), which focuses on proposals for Belfast City Centre and the Belfast Metropolitan Area. This includes the continuous built-up area encompassing Belfast City, Metropolitan Newtownabbey, Metropolitan Castlereagh; and Metropolitan Lisburn.
Consultation on the remaining Council transport plans will follow at a later date.
Project draft Vision and Objectives
The ETP vision is to:
Deliver an integrated and re-balanced transport network in favour of sustainable, efficient modes, which connects communities creating an accessible, inclusive, safe and prosperous economic region by delivering carbon reduction, improving air quality, enhancing the built and natural environment and facilitating healthy and sustainable travel choices over unnecessary private car travel.
The Vision was agreed upon following stakeholder and public engagement in 2023.
Your insights will help shape a transport system that works for all, whilst also safeguarding the environment for future generations. Please have your say by completing our online questionnaire.
The consultation period is now open, and responses should be submitted via Citizen Space no later than 5.00 pm on 25 January 2027. Comments received after this deadline will not be accepted.
