This consultation paper seeks to implement the aim of the Northern Ireland Executive to make district councils responsible for the future ownership, provision, operation and management of off-street car parks.

The Off-Street Parking (Functions of District Councils) Bill proposes that certain powers which the Department presently exercises in respect of off-street car parks under the Road Traffic Regulation (Northern Ireland) Order 1997 and the Traffic Management (Northern Ireland) Order 2005 would, with effect from 1 April 2015, be exercised by the councils. The Department will continue to be responsible for parking contraventions occuring in respect of park and ride and park and share car parks.
