Consultation description
Transport plays a vital role in enabling people to access employment, education, healthcare, public services and social opportunities. However, many people continue to experience barriers that make travelling independently difficult. These barriers can affect quality of life, limit participation in society and contribute to social isolation and disadvantage.
Moving Together: An Inclusive Mobility Framework sets out the Department's approach to creating a more accessible, inclusive and user-focused transport system in Northern Ireland. The draft Framework has been developed in response to the experiences and priorities identified by disabled people, older people and others who face mobility and accessibility challenges. While the draft Framework focuses specifically on addressing challenges identified by these groups, measures which improve the accessibility, safety, and usability of transport systems for older, d/Deaf, and disabled people can also benefit others in our society.
The overarching purpose of the draft Framework is to put people at the heart of what we do by promoting inclusion. It recognises that accessibility is not solely about infrastructure, but about the whole journey experience, including planning, information, services, vehicles, staff awareness and the connections between different modes of transport. Our vision is that everyone, regardless of age, disability, or personal circumstance, can travel safely, confidently, independently, and with dignity to the opportunities, services, and communities that matter most to them.
The draft Framework aims to build upon existing progress and set out the Department’s approach to planning, policy making, project design and implementation, and resource and capital investment decisions. It is structured around a series of principles, objectives and actions that seek to address barriers to travel, promote independent mobility and ensure that accessibility and inclusion are embedded across the Department's responsibilities, and that future investment and decision-making contribute to a more inclusive transport system.
