The Department for Infrastructure proposes to make an Order entitled the Control of Traffic (Belfast City Centre) Order (Northern Ireland) 2025.

Consultation description
The Order will—
a) amend the Cycle Routes Order (Northern Ireland) 2008 by—
i. adding 2 lengths of two-way cycle lane on the east side of Durham Street, 1 on the east side of Boyne Bridge Place, 1 on the north side of Hope Street and 1 on the south side of Glengall Street;
ii. including the existing cycle lane on Great Victoria Street, together with a new description;
iii. adding 2 lengths of cycle track on the eastern footways of Durham Street, 4 on the eastern footway of Boyne Bridge Place, 2 on the northern footway of Hope Street and 2 on the southern footway of Glengall Street;
iv. adding a definition for medical practitioner; and
v. updating the exceptions to the use of cycle lanes and including a new exception for access to premises on Glengall Street.
b) revoke the Cycle Lanes (Glengall Street and Great Victoria Street, Belfast) Order (Northern Ireland) 2009 and the 2011 amendment to that Order.
c) extend the existing one-way system on Glengall Street to its full length and revoke the one-way system on St Andrews Square West.
d) require vehicles travelling in an easterly direction on Glengall Street or on Hope Street to make a left-hand turn when exiting onto Great Victoria Street.
e) amend the description of the taxi Stand on Amelia Street, add 2 taxi stands on either side of Boyne Bridge Place and revoke the existing taxi stands on the south side of Glengall Street and on the west side of Great Victoria Street.
f) amend the description of the urban clearway on Durham Street and add a clearway on Boyne Bridge Place.
g) amend the description of the bus lane on the west side of Great Victoria Street between Hope Street and Glengall Street.
h) amend the Parking and Waiting Restrictions (Belfast) Order (Northern Ireland) 2018 by—
i. adding no waiting at any time (loading and unloading permitted) restrictions on 2 lengths of Durham Street, 5 lengths of Boyne Bridge Place, 4 lengths of Hope Street and 2 lengths of Bruce Street.
ii. adding a no waiting at any time (loading and unloading not permitted) restriction on a length of Durham Street between Athol Street and Grosvenor Road.
iii. replacing two existing lengths of waiting restriction on the south side of Glengall Street with a no waiting at any time (loading and unloading not permitted) restriction extending the full length of Glengall Street.
iv. removing a no waiting Monday to Saturday 8.00 a.m. to 6.00 p.m. restriction on a length of Boyne Bridge Place (formerly Durham Street).
i) amend the On-Street Parking Order (Northern Ireland) 2000 by removing a length of Hope Street from its junction with Sandy Row to its junction with Great Victoria Street and Lincoln Place from the Belfast Controlled Parking Zone and removing references to Skipper Street and Glengall Street which have previously been removed from the Order.
Vehicles are excepted from the restrictions in certain circumstances.
