The Department for Infrastructure has a requirement for two consultancy partners providing civil engineering consultancy and related specialist services to assist in the delivery of TRAM programmes. The successful economic operator will be required to provide a wide spectrum of civil engineering consultancy services and associated specialist services. Services required may relate to; minor highway improvements, transportation, highway structures, major/large minor works, active travel and the provision of professional and technical staff to assist DfI TRAM in-house delivery teams. In accordance with Regulation 46 of the Public Contract Regulations 2015, the Contracting Authority has defined two contract areas (lots): Contract Area 1 (Lot 1) – East and West Engineering Services Consultancy Partner, covering existing Eastern and Western Divisions in Northern Ireland. Contract Area 2 (Lot 2) - North and South Engineering Services Consultancy Partner, covering existing Northern and Southern Divisions in Northern Ireland. In order to ensure security of service, preserve competition and encourage participation by SMEs, the Department will limit the number of contracts that can be awarded to an Economic Operator in this competition to one.
