The aim of the substantive Homeowner Flood Protection Grant Scheme (HFPGS) is to provide financial support for eligible homeowners to protect their properties from subsequent flooding. Details of eligibility are contained in the HFPGS Application Guide. The Policy will provide the Department with powers to establish a substantive HFPGS. A pilot was developed to assess in real terms the value for money, public interest, and the appropriate process and delivery mechanism for grant funding of individual property protection measures. The HFPGS is designed to encourage the owners of residential properties that have flooded before and/or are located within known flood prone areas, to modify their properties to make them more resistant to flooding. To be eligible for HFPGS, an applicant must be the owner of a residential property that has flooded internally in the past, continues to be exposed to flooding risk, as defined in the HFPGS Application Guide, and are unlikely to benefit from a separate Flood Alleviation Scheme in the medium term (within 5 years).
