Deputy Secretary, Colin Sykes
As Deputy Secretary, Colin is responsible for the DfI Asset Management Strategy, Road Asset Maintenance, Road Asset Development Schemes incl Active Travel and EV Infrastructure. Colin is also responsible for the DfI Capital Programme, Engineering Policy including DfI Infrastructure Sectoral Plan, Integrated Transport Strategy, Regional and Sub Regional Transport Plans and the Transport Sectoral Plan.
Director of Major Projects – Jonathan Saulters
Jonathan has responsibility for Oversight of TRAM Major Projects as SRO for a number of major roads projects including Newry Southern Relief Road, A4 Enniskillen Southern Bypass, A29 Cookstown Bypass, Derry Central Riverfront project, Strabane Footbridge, A1 Junctions Phase 2, A24 Ballynahinch Bypass and A32 Cornamuck amongst others.
He also has oversight of the Major Projects Programme Office and the Department’s Portfolio, Programme and Project Office (P3O). In addition, he is responsible for the oversight of the Major Works Consultancy Services Framework and attends the DfI Major Projects Committee.
Jonathan is the DfI-nominated official for City and Growth Deal projects and also serves as the Department’s nominated official for TRAM capital business cases.
Director of Belfast Delivery – Gavin Allen
Gavin is responsible for TRAM Major Infrastructure Projects in the Belfast Area including Belfast Rapid Transit Phase 2, Lagan Pedestrian and Cycle Bridge and York Street Interchange.
Director of Engineering and Transformation - David Porter
David is responsible for Road Engineering Consultancy, Road Asset Operations and Maintenance, Road Asset Business Services, Road Engineering Policy and the Infrastructure Sectoral Plan.
Acting Director of Road Engineering Consultancy Services and Procurement – Daniel Healy
Daniel is responsible for Road Engineering Consultancy, Road Asset Business Services, Road Engineering Policy, Road Engineering Procurement Unit and the Infrastructure Sectoral Plan.
Director of Road Asset Development - Liam McEvoy
Liam has responsibility for Development Control and Private Streets and Local Transport Safety Measures.
Director of Road Asset Maintenance – Mark McPeak
Mark has responsibility for Routine Maintenance, Structural Maintenance, Management of DBFO Contracts, Public Liability Claims and Emergency Response including Winter Service.
Director of A5 WTC and Active Travel - Colin Hutchinson
Colin is the Director of the A5 Western Transport Corridor (WTC) and Active Travel, and has responsibility for the delivery of the 88km, A5 WTC, and the transformation of Active Travel delivery in NI.
Director of Transport Policy and Parking, Department for Infrastructure – Sian Kerr
Sian’s responsibilities include transport decarbonisation, gateways (Ports and Airports) strategy and governance, the development of a Harbours Bill, parking policy and parking enforcement and the Blue Badge scheme.
Director of Transport Planning and Modelling Division – James Redmond
James is responsible for the development of Northern Ireland's Transport Strategy and oversees the suite of local and strategic transport plans. He leads the Department's strategic transport modelling, data analytics, multi-modal data collection, transport technology and monitoring programmes, and climate emissions modelling, driving a data-led approach to transport planning, policy development and investment decision-making.
