The bill seeks to provide race promoters with the flexibility to either bring forward up to 2 of their practice or race days or to defer them or to adjust the times on which roads are scheduled to be closed where, for example, weather forecasts indicate that racing would otherwise be comprised. These 'contingency days' would be identified by the promoters when making their application for a road closing order.
