Extension of Chair Appointment to the Board of Warrenpoint Harbour Authority

The Department for Infrastructure Minister has announced that the appointment term of Stanley McIlvenny, Chair of Warrenpoint Harbour Authority (WHA) has been extended.

The extension is effective from 1 June 2020.

Minister Nichola Mallon said:

“I want to take this opportunity to thank Mr McIlvenny for his commitment to this post to date.”

This extension has been made in accordance with the Commissioner for Public Appointments for Northern Ireland’s Code of Practice.

Notes to editors: 

  1. Warrenpoint Harbour Authority is a corporate body, having perpetual succession and was first constituted by the Warrenpoint Harbour Authority Order (Northern Ireland) 1971.  Its constitution is now enshrined in the Warrenpoint Harbour Authority Order (Northern Ireland) 2002.  Warrenpoint Harbour Authority Orders of 1971 and 2002 conferred powers on the Authority to preserve, improve and manage the Port of Warrenpoint.  The Authority also has the power to construct and maintain specific works, to levy dues, to deal with abandoned vessels and to make bylaws.
  2. The Harbour Authority Board has a membership of a Chair, two Executive Members, and seven Non-Executive Members, this includes three councillors from Newry, Mourne and Down District Council.  The Chair currently receives remuneration of £21,945 per annum. 
  3. The Department for Infrastructure does not reappoint board members automatically to a second term. All appointments are made through open competition.  This is an extension rather than a re-appointment. This extension will finish once the current WHA Chair recruitment process has concluded and a Chair has been appointed by the Minister.
  4. A recruitment competition for the Chair of WHA had been launched. The closing date for the competition was 27 March 2020. The process has been temporarily suspended as a result of COVID 19, the competition will resume as soon as practical.
  5. Mr Stanley McIlvenny’s first term appointment as Chair of the WHA Board was effective from 1 October 2015 to 30 May 2020.
  6. Stanley McIlvenny OBE MSc. is a Marine Engineer by profession having served on crude, product, chemical, gas tankers and R0-Ro vessels.  He has 25 years’ experience in the port industry as CEO and Company Secretary.  In 2003 he was awarded an OBE for services to Economic Development in Northern Ireland.   He is also Chairman of the Haven Waterway Enterprise Zone which is an advisory body to the Cabinet Secretary for Infrastructure and the Economy in the Welsh Assembly for which he is remunerated £337 per day in attendance.
  7. All appointments are made on merit and political activity plays no part in the selection process.  However, the Commissioner for Public Appointments for Northern Ireland requires the political activity of appointees to be published.  Mr McIlvenny has declared that he has not undertaken any recent political activity.
