In November 2012 the Department engaged consultants to evaluate the current technical specification for a wheelchair accessible taxi. Currently only Belfast Public Hire (BPH) taxis are required to meet the wheelchair accessible specification, therefore taxis licensed as Public Hire Outside Belfast (PHOB) or Private Hire (PH) do not have any wheelchair safety equipment tested as part of their Public Service Vehicle (PSV) test.

The proposed Taxi Vehicle Regulations will mean that all taxis throughout Northern Ireland will be licensed as either wheelchair accessible or non-wheelchair accessible. This means that all taxis wishing to advertise as wheelchair accessible anywhere in Northern Ireland will have to meet the wheelchair accessible technical specification, and their wheelchair safety equipment will be tested by DVA.
