Deputy Secretary, Fiona McCandless
Fiona is Northern Ireland’s Chief Planner and is responsible for the Department’s planning functions. She is also responsible for policy in respect of drainage and water & sewerage services and management of the Department’s shareholder interest in NI Water. The Group also includes the Driver and Vehicle Agency.
Director of Strategic Planning – Carol Ramsey
Carol is the Director of Strategic Planning Division. The Division’s role is to support the future economic development needs of Northern Ireland to ensure that the benefits of economic investment and job creation are realised. This includes the Crumlin Road Gaol and St Lucia Regeneration Site.
It is responsible for processing planning applications from across the province for large scale investment proposals, including all Article 31 applications. It also provides advice and guidance on design policy and practice.
In addition, the Division has developed a particular expertise and handles specialist planning proposals which could potentially have significant effects on the environment and everyday living. Such proposals include renewable energy, energy from waste, waste disposal, recycling, landfill, minerals extraction and major infrastructure proposals such as cross border gas pipelines, large scale electricity connectors and power stations. The Division is also responsible for waste and minerals enforcement.
Director of Planning Policy – Angus Kerr
Angus is the Director of Planning Policy Division. He is responsible for the development of planning legislation and policy in line with Ministerial direction, including the development and implementation of the Regional Development Strategy. The Compliance, Improvement and Review Team (CIRT) is also part of the division.

Chief Executive of the Driver and Vehicle Agency – Paul Duffy
Paul is the Chief Executive of the Department’s only agency – the Driver and Vehicle Agency (DVA). The agency aims to deliver improved road safety and better regulation of the transport sector. Responsibilities include driver licensing, vehicle and driver testing, responsibility for those who drive for a living and roadside enforcement.

Director of Water and Drainage Policy – Linda MacHugh
Linda is the Director of Water and Drainage Policy Division. She is responsible for the development and maintenance of the policy and regulatory environment to provide a modern, high quality water and sewerage service, at the lowest possible cost. She is also responsible for advising Ministers on policy in relation to the water and sewerage industry and for discharging the Department’s statutory and other duties under the Water & Sewerage Services (NI) Order 2006.
In addition, the Division undertakes the Department’s sponsor role and shareholding interest in Northern Ireland Water (NIW). This includes monitoring of NI Water’s business performance and engagement with the Company Board, Chair and Executive Team on strategic and shareholder matters. The Division is responsible for paying customer subsidy to NI Water, making loans for investment, agreeing the Company’s annual budget and operating plan, and making appointments to the Board of NI Water.
