This guide sets out the process DfI follows when considering train driving certificate appeals under regulation 11 of TDLCR. Regulation 11 sets out that we can only hear train driving certificate appeals which are about the decision of a railway undertaking or infrastructure manager (referred to as ‘employer’ in this guide) to: not grant an application for a train driving certificate; not update or renew a train driving certificate; or suspend or withdraw a train driving certificate.
