Reappointment and Extension of Two Non-Executive Members to the Board of Warrenpoint Harbour Authority

The Department for Infrastructure has announced that Board Member David Gray has been reappointed to a second four-year term with effect from 1 December 2023 and Geraldine Donaghy’s second term has been extended.

The extension is effective from 1 December 2023 to 29 February 2024 and has been made in accordance with the Commissioner for Public Appointments for Northern Ireland’s Code of Practice.

Notes to editors: 

  1. Warrenpoint Harbour Authority is a corporate body, having perpetual succession and was first constituted by the Warrenpoint Harbour Authority Order (Northern Ireland) 1971.  Its constitution is now enshrined in the Warrenpoint Harbour Authority Order (Northern Ireland) 2002.  Warrenpoint Harbour Authority Orders of 1971 and 2002 conferred powers on the Authority to preserve, improve and manage the Port of Warrenpoint.  The Authority also has the power to construct and maintain specific works, to levy dues, to deal with abandoned vessels and to make bylaws.
  2. The Harbour Authority Board has a current membership of a Chair, two Executive Members, and six Non-Executive Members, this includes two councillors from Newry, Mourne and Down District Council.  The Non-Executive Members currently receive remuneration of £7,807 per annum. 
  3. David Gray is a Chartered Accountant who has retired from public practice where he was previously Head of External Audit and Corporate Governance Services for a leading national firm. He has previously held Northern Ireland Public Appointments, within the Departments of Health, Justice, Regional Development and Infrastructure. Mr Gray has particular relevant experience, skills and knowledge in the areas of Corporate Governance; financial and risk management, strategy; and dispute resolution.
  4. Ms Donaghy was formerly Chief Executive of the Confederation of Community Groups, Newry & Mourne and has previously held several Public Appointments. She served as a Commissioner with the Charity Commission for N.I. and is currently a Non-Executive Director with the Southern Health and Social Care Trust for which she receives remuneration of £8727 per annum. Ms Donaghy has wide experience in community development and has skills and knowledge in human resource management, business and strategy development and governance and performance management.
  5. All appointments are made on merit and political activity plays no part in the selection process. However, the Commissioner for Public Appointments for Northern Ireland requires the political activity of appointees to be published.  Mr Gray and Ms Donaghy have both declared that they have not undertaken any recent political activity.
