The publication is produced by the DVA Statistics Branch of the Department for Infrastructure (DfI), and contains summary volumes on the vehicle, driver, and theory tests conducted by the DfI’s Driver and Vehicle Agency (DVA).

The key points in the report are:

Vehicle Testing

In December 2023, the DVA conducted 66,546 full vehicle tests, which is 30% (15,413) above the five-year December average (51,133) and the second highest December figure in the series, from 2014.

The DVA has delivered 846,033 vehicle tests in this financial year to date, comprising 726,015 full vehicle tests and 120,018 retests.

Private cars accounted for 85% (56,367) of all full vehicle tests conducted this month.

The DVA received 73,036 applications for a full vehicle test during December 2023.

Driving Practical Testing

The DVA conducted 4,169 driver tests in December 2023, 8% (321) above the five-year December average (3,848).

The DVA has delivered 47,864 driver tests in this financial year to date.

Private cars accounted for just over eight in every 10 (3,494; 84%) driver tests conducted in December 2023.

The DVA received 4,208 applications for a driving test in December 2023.

Driver Theory Testing

During December 2023, the DVA conducted 5,940 theory tests, 10% (519) above the five-year December average (5,421).

The DVA has delivered 66,884 theory tests in this financial year to date.

Private cars accounted for 85% (5,068) of theory tests conducted this month.

In December 2023, the DVA received 6,065 applications for a theory test.

  2. The release presents statistics on vehicle, driver, and theory tests conducted during December 2023, together with trend series over the previous nine financial years. 
  3. We source vehicle and driver data from administrative data sources within the DVA, whilst DVSA supply theory-testing data. The Driver and Vehicle Standards Agency (DVSA) took over the contract for theory testing from Pearson on 4 September 2021.
